Pakistan will introduce stricter rules for vehicle imports from July 1 under IMF guidance. The International Monetary Fund wants improved standards, transparency, and tax compliance. A key proposal will restrict imports to tax-compliant entities. This means the IMF asks Pakistan to ban non-filers from importing cars altogether. Individuals who do not file taxes or remain unregistered for tax purposes may not import vehicles. The move signals a broader push to expand the tax net.

Under the proposed rules, only companies with a National Tax Number and registration under the Companies Act 2017 will receive import permits. Individuals and sole proprietorships will face exclusion from the process. Importers of used vehicles must also register with the Engineering Development Board, adding another layer of regulatory oversight. The IMF asks Pakistan to ban non-filers from importing cars as part of a larger compliance drive. The framework places strong emphasis on after-sales support as well.

Vehicles without proper service networks, spare parts availability, and trained repair staff will not receive import approval. Commercial importers must provide proof of after-sales arrangements, genuine spare parts, trained technicians, and diagnostic facilities. Quality control measures will also tighten significantly. Importers must submit pre-shipment inspection certificates confirming compliance with environmental and safety standards. Post-shipment inspection certification will become mandatory after vehicles arrive in Pakistan.

Authorities will also require importers to maintain detailed digital records of each vehicle, including engine and chassis numbers. This improves traceability and transparency. The IMF asks Pakistan to ban non-filers from importing cars, and the government appears ready to comply.
