The federal government has decided to carry out a major overhaul that will Govt restructure IT ministry entirely. The Ministry of Information Technology and Telecommunication will transform into a modern digital governance institution capable of leading Pakistan’s digital economy over the next decade.
The initiative will operate under the World Bank-supported Digital Economy Enhancement Project, or DEEP. MoITT will serve as the sponsoring ministry throughout the process. Therefore, this carries significant backing and resources from a major international development institution.
According to official documents, the ministry’s current structure was designed mainly for a telecommunications-focused policy environment. Moreover, that structure is no longer fully suited to rapidly changing global digital trends. The restructuring aims to prepare the ministry for emerging areas such as artificial intelligence, cybersecurity, data governance, cloud computing, digital regulation, and innovation ecosystems.
Additionally, the plan includes handling cross-government digital transformation across all federal institutions. So the scope extends well beyond the ministry itself.
As part of the initiative, the government will hire an international consulting firm to carry out a comprehensive institutional assessment. The consultants will identify structural and operational gaps and recommend a governance framework designed for future digital needs. Meanwhile, they will also review coordination mechanisms and overlapping responsibilities with key institutions, including PTA, NADRA, NITB, Ignite, PSEB, USF, STZA, and provincial IT boards.
The consultants will benchmark MoITT against leading digital governance ministries around the world. Furthermore, they will recommend amendments to the Rules of Business 1973 where required. They will also develop a new vision, mission, and mandate for the ministry. This fresh direction will align with Pakistan’s digital transformation goals and the government’s economic agenda under Uraan Pakistan.
Officials said the plan will include a detailed organisational framework. It will also feature a revised staffing structure, updated job descriptions, and human resource reforms. Finally, a phased implementation roadmap covering the next ten years will guide the entire process.
The roadmap will outline short, medium, and long-term measures. It will include budget requirements, risk management strategies, and approvals needed from relevant federal authorities. So every phase of Govt restructure IT ministry will have clear targets and accountability.
The DEEP project aims to strengthen the government’s ability to deliver digitally enabled public services. Additionally, it will build key digital public infrastructure, including digital authentication systems, responsible data exchange mechanisms, and a national online public services portal.
The project also supports business reforms through development of the Pakistan Business Portal. Moreover, it will digitize regulatory approvals across government institutions. Therefore, the benefits should reach both citizens and businesses throughout the country.
The consultancy assignment will complete within six months of the contract award. A steering committee led by the Secretary of IT will oversee the process. Representatives from the Establishment Division, Finance Division, Planning Commission, and other stakeholders will participate as well. Finally, this oversight structure ensures strategic guidance throughout the entire restructuring exercise.
