The Capital Development Authority (CDA) has pasted a notice outside the Islamabad residence of JUI-F chief Maulana Fazlur Rehman, giving 15 days to remove what it calls unauthorised construction. The notice is dated Friday, October 30, 2026, and was issued by the CDA’s Directorate of Building Control (City).
The property is Plot No. 07, Street No. 83, in Sector G-6/4.
The notice lists three violations under the Islamabad Capital Territory Building Control Regulations 2020, amended in 2023: construction inside the building setbacks, a guard post built on CDA land, and a generator placed on CDA land.
Setbacks are the open strips a house must leave on each side, between the building and the plot boundary. They exist so that fire crews can reach a house, and so that light and air are not blocked for neighbours. Building in them is one of the most common violations in Islamabad’s older sectors.
The notice names someone else
One detail worth noting: the notice is not addressed to Maulana Fazlur Rehman. It is addressed to Amanullah, son of Muhammad Younis, whom the CDA identifies as the legal owner of the property.
The CDA says that when the owner obtained a no-objection certificate on March 18, 2019, an affidavit was submitted promising to remove the setback violations within three months and to follow the authority’s regulations. The CDA says that never happened.
If the structures are not removed within 15 days, the authority has warned it may act under the CDA Ordinance and the building regulations. That could mean sealing the property, demolishing the structures, or starting proceedings to cancel the plot’s allotment.
Retaliation claim and the reply
Maulana Asjad Mahmood, a JUI-F leader and the son of Maulana Fazlur Rehman, called the notice political retaliation. He linked it to his father’s recent differences with the government, and told reporters it followed his father pointing out alleged encroachments by a senior military official. He said objections had been raised over the guard’s cabin, the generator and an additional kitchen.
Minister of State for Interior Talal Chaudhry rejected that reading. He said the CDA’s action against encroachments and illegal construction in Islamabad has been running for more than a year, starting with the capital’s wealthier sectors, and that the matter was being used for political gain. Talal Chaudhry said the notice was issued in the name of Amanullah, and that he did not know the arrangement under which Maulana Fazlur Rehman was living at the house. He said the operation would continue.
The exchange sits inside a wider political quarrel. Federal ministers criticised Maulana Fazlur Rehman on October 18 over his position on the government’s security measures, and he has been publicly opposing the government on constitutional matters.
CDA notices against prominent addresses are not new. In May 2024 the authority demolished part of the PTI central secretariat in Islamabad over building violations, and the party went to the Islamabad High Court arguing it had received no prior notice.
What happens next is a clock. The 15 days run from Friday, October 30, which puts the deadline in the middle of November. Until then, the structures can be removed, the owner can contest the notice, or the matter can go to court.
