Quantum Data Technologies Limited (PSX: QTECH) has signed a strategic cooperation and market development agreement with China’s Guangzhou Great Power Energy & Technology Co. Ltd. The deal is to introduce battery energy storage systems in Pakistan and progressively localise their assembly. QTECH disclosed the agreement to the Pakistan Stock Exchange on October 14.
The scope is broad, but no commitments are stated
The collaboration covers residential and commercial battery packs, industrial and utility-scale storage systems, and solutions for data centres, AI infrastructure and electric vehicle batteries. QTECH did not disclose an investment amount, a plant location, a production capacity or a start date. It said further material developments will be disclosed in line with regulations.
That makes this a cooperation agreement on assembly rather than an announced factory. QTECH described itself as a data and AI-driven technology company and said reliable energy supply is essential to Pakistan’s technological development.
Great Power was founded in 2001, has been listed on the Shenzhen Stock Exchange since 2015 under code 300438, and makes lithium-ion and other battery types. It was reported to have a market capitalisation of about $4 billion as of October 13.
Assembly is not the same as making cells
Pakistan imports more than 80% of its battery cells, packs and critical materials, and has no commercial-scale cell manufacturing, according to a Dawn editorial in August. A PakWheels fact-check found that many planned local facilities will import cells and assemble them into packs.
The proposed Battery Manufacturing Policy 2026-31 would offer reduced sales tax, accelerated depreciation and protective duties on imported finished batteries, with a localisation target of 70% domestic value addition, rising to 80%. The government chose lithium iron phosphate (LFP) technology for initial localisation.
Recent announcements differ in how much they commit to:
| Company | Chinese partner | Type | What is disclosed |
|---|---|---|---|
| QTECH | Guangzhou Great Power | Strategic cooperation and market development agreement | No capacity, investment or site |
| Kohinoor Energy | Hebei Juhang | Non-binding MoU for a joint venture (October 1) | 50-100 MWh initial annual capacity, up to 700-1,000 MWh later, subject to demand |
| Dongjin Group | Own investment | Dry battery plant in Faisalabad | $15 million, with Special Economic Zone incentives |
Dongjin’s plant makes dry batteries, not lithium-ion, so it is not a direct comparison for storage systems.
