The government is introducing a mobile app-based fuel quota system aimed at targeting subsidies and reducing overall fuel consumption. Initially, the program will cover motorcycles and rickshaws, including vehicles up to 800cc, while four-wheelers may not qualify for direct subsidies.
Officials from the Ministry of IT, finance, petroleum, and Oil and Gas Regulatory Authority (OGRA) finalized the system to allocate petrol quotas efficiently. The app will allow users to generate digital vouchers linked to their CNIC and vehicle registration, which retailers will scan to dispense fuel according to the available quota.
App, Hardware, and Subsidy Details
Retailers must have a minimum of two specialized mobile phones per outlet to operate the system. The government is coordinating with mobile app-based fuel quota system manufacturers to provide these devices. The app will be free and pre-installed for retail operators, while consumers will access a separate open app. Initial hardware costs are estimated at Rs36,000 per unit, with retail pricing around Rs72,000.
Subsidies will be provided directly to 2-wheelers and 3-wheelers, and retailers will dedicate specific dispensers for subsidized fuel. This system mirrors the previous Ramadan Package model and aims to prevent the operational discrepancies seen in prior subsidy programs.
Retailers must submit focal person details for each outlet, including CNIC and contact number, to ensure smooth coordination. Training, demos, and tutorials will be provided by the Ministry of IT, while an emergency dispensation process will allow approvals in urgent situations.
This quota system is part of the government’s broader effort to phase out blanket subsidies, target low-income consumers, and conserve energy while maintaining operational efficiency at fuel pumps.
