Here’s How to Apply for a Business Loan From November 1

SMEConnect

The State Bank of Pakistan has launched SMEConnect, a single website where small and medium businesses apply for loans from any bank or development finance institution in the country. From November 1, 2026, it is the only way in. The portal is at smeconnect.sbp.org.pk.

The State Bank set this out in circular SH&SFD No. 08 of 2026, issued on October 29, 2026. Applications go to the portal first, are checked, and are then passed on to the bank the business chose.

If you walk into a branch after November 1, the staff are supposed to sit with you and help you file it online instead of handing you a paper form. If you start on your bank’s own website, you will be sent to SMEConnect. The State Bank has told banks to put the link on their websites and apps where customers can see it.

What you need before starting

You need a bank account your business already uses. The first real step on the portal is entering that account’s IBAN — the long account number on your statement or in your banking app. The portal reads the bank name from it and checks that the account is yours.

After that you fill in the business profile. According to ProPakistani, which went through the portal, the form asks for the business name, the owner’s CNIC, a business email address, what the business does, the NTN (the tax number issued by the FBR), the business status, address, the year it started, annual sales, details of the premises, and which authority the business is registered with.

If you do not have an NTN or a business bank account yet, sort those out first. Everything on the portal hangs off them.

Three steps, then submit

From the dashboard you click “Apply for New Financing”. The application runs in three parts: business details, the financing you want, and a review screen before you send it.

After you submit, you can follow the application as it moves. The State Bank says applicants will be able to see the status in real time, and that if the bank turns the request down, the reason will be shown on the portal. That second point matters. Rejections at bank counters have often come with no explanation at all.

The State Bank is watching the same data. Its dashboard shows how many applications each bank received, processed, approved, paid out and rejected — bank by bank, and for the industry as a whole. A tutorial video is on the portal.

Who counts as a small business

The size limits were raised a few months ago, so more businesses qualify than before. Under the State Bank’s revised rules of July 16, 2026, a business with yearly sales up to Rs. 30 million is a micro enterprise. Above Rs. 30 million and up to Rs. 400 million is a small enterprise. Above Rs. 400 million and up to Rs. 2 billion is a medium enterprise. Any of these, if less than five years old, counts as a start-up.

Before July, the small enterprise ceiling was Rs. 150 million. A shop or workshop doing, say, Rs. 250 million in yearly sales was outside the SME bracket then and is inside it now.

A new door, not cheaper money

What the portal does not do is make borrowing cheaper or easier to get approved. The bank still decides, on the same checks as before: your records, your security, your repayment history. A central form does not mean a yes.

The cost side has just moved the other way. The State Bank’s Monetary Policy Committee raised the policy rate by half a percentage point to 12 percent, effective October 27, 2026, and the benchmark banks price loans off — the 12-month KIBOR offer rate — stood at 13.04 percent on October 29. Loan pricing follows those numbers, not the application form.

If a bank refuses to accept your application through the portal, or the process stalls, complaints can be filed on the State Bank’s Sunwai portal at sunwai.sbp.org.pk.
